What is SCORM?
SCORM (Sharable Content Object Reference Model) is a technical standard that lets e-learning content built in one tool run and report inside any compliant LMS. It solved a real interoperability problem in 2001, and its data model still shapes what most organisations can say about training.
SCORM’s data model is why your reports look the way they do
SCORM standardised two things: how content is packaged, and what it reports back. That second part is quietly consequential — the standard’s vocabulary is completion status, success status, score and session time. An entire industry’s reporting grew around those fields, which is a large part of why corporate training measures completion: it’s what the pipe was built to carry.
The limits follow from the design. SCORM tracks a session inside a course; it has no vocabulary for what happened weeks later, no concept-level granularity, and no way to express ‘this person could still do this in March’. None of that is a flaw in SCORM — it’s a 2001 standard doing its job. It’s only a problem when a 2026 organisation mistakes the pipe’s vocabulary for the limits of what training can be measured on.
What SCORM still does well
Portability. A SCORM package built years ago in a tool you no longer license will still run — that guarantee has real value in long-lived compliance estates.
Where it struggles
Mobile and offline, granular data, anything happening outside a course session, and modern interaction types. xAPI exists precisely because these gaps became limiting.
How to think about it now
Treat SCORM as a delivery-and-portability standard, not a measurement strategy. Retention measurement needs practice data at delay — a different pipe entirely.

Questions buyers ask
Is SCORM obsolete?
Not obsolete — dominant in installed base and fine for its job. It’s simply not a measurement framework, and shouldn’t be asked to be one.
SCORM 1.2 or 2004?
1.2 remains the most widely supported; 2004 added sequencing and better status handling that many tools never fully used. Most organisations are on 1.2 and rarely regret it.
Do we need SCORM support in a new platform?
If you have a library of legacy packages, yes — for portability. If your content lives as documents and video, it’s a non-issue; the packaging standard solves a problem you don’t have.
Can SCORM content feed adaptive practice?
Not directly — the package is a black box. But its source material can be turned into question banks, which is the practical path most customers take.
What replaced SCORM?
xAPI (and cmi5, which layers course semantics on xAPI) for data; nothing has replaced it for packaging portability, which is why it persists.
