Constraints that arrive too late to help

In a spreadsheet cycle, a manager allocates increases with no visible budget counter, no view of band position, and no comparison to peers. The result is submitted, aggregated, and found to be 14% over budget — at which point HR performs across-the-board trimming that undoes whatever differentiation the manager intended. Everyone’s time was wasted, and the outcome is worse than either party wanted.

Applying constraints at entry changes the whole dynamic.
